Survival Sequence Turns into Survival Scale
Consider this scenario.
On the plains of the Old American West. North Dakota. Not a lot of people around, no houses, structures or shelter. Mother is travelling with her two kids, boy age 6 and girl age by horse drawn wagon to a town 50 miles away. A pair of horseback Blackfeet Indians spot them and pursue, howling a tribal call. In hot pursuit to kill or enslave.
This is an immediate Survival Situation
The mother yahh's the horses to run at top speed.
Getting away from the Immediate Threat to Survival is JOB #1.
Kids hungry - it must wait ! Kids arm is cut - it must wait !
Kids Scared - Just Hang on and ride fast !
The First Action - the Immediate Goal the Highest Most Important * * *point on the Survival Sequence, is to Survive from that Threat.
Duty enters in here. The Mother has the Duty of a Parent - to save her children ! It is her Instinct that she feels this and will act on it, with extreme bravery and to her death as necessary.
First, try to outrun the Indians so all can be safe. Her children will survive better WITH her.
Failing to outrun the Blackfeet, the Mother tells the son to pull out and ready the rifle and get any knifes or weapons out of the bag. And slows the wagon to stop and fight by hand.
The mother ready's and fires from being the wagon and hits one of the Indians. The Mother gathers knives and spoons and rocks to fight by hand as needed.
One Indian is off the horse on the ground, the other is circling her wagon. She comes out firing again - knicking the second Indian so he turns and she fires again. The Indian now knows she is a good shot and with one down, decides to leave the situation.
If required, the mother would have fought this second Indian by hand with knives and rocks while telling the kids to run. And she would fight until there was a winner.
This is the First Step on the Survival Scale - TO SURVIVE A LIFE THREATENING SITUATION - from AN IMMEDIATE THREAT. It has with it the ultimate Duty of the Parent to make sure the children survive. Best would be with her also, but the children must survive.
This is an Immediate Survival Threat - in your environment that you must fight off.
It includes Duty - in this scenario the Duty is of the Parent to make sure the Children survive.

Lets proceed to the next step on the Survival Sequence.
Shelter - Move to a safe place with shelter far enough away where there wont be another attack.
The mother rides the wagon and finds a house with a barn.
Noone being home - she sets up in the barn. Shelter from the weather and now out of sight from visible threats.
She proceeds to next check the medical situation. Are you ok ? Are you hurt ? The children and bruised and scratched and some crying. She checks it all to make sure its ok and gives them both a hug and tells them we're safe, you're safe now, nothing else is going to happen. Sh Sh SH - its ok. This helps the children reset from the emotional shock of the dangerous situation so that family can not focus on the next survival step.
Water and Food - They go up to the apparently empty house, get inside and look for a few bandages and anticeptic to cover the scratches. Then head to the kitchen to get a loaf of bread and some water.
While the children are eating the mother looks out around the perimeter of the house just in case the threat returns, and hunts for and finds more backup weapons.
Next in the sequence is sleep as its getting dark. The kids are set up in one room together, with a chair on the door and told about the escape route to use if necessary. The mother finds some whiskey and a chair and turns out the lamps and keeps watch.
In the morning - a neighbor comes by to check on the chickens and pigs and a conversation is had about what occurred and how to get safely to town.
The Farmer escorts the family to the local town 10 miles away.

This is a Natural Instinct, Natural Response, Natural Law handling that humans will go through.

Why is it laid out in this Sequence ?
Top Down - To Survive ! To not be killed. That's how Natural Law works. That's how your instinct works.
Here's an Example from Africa:
A man is attacked by a Lion. But he got away !
"Oh, I survived that attack by the Lion ! Phewww ! What a Relief !" As he leans against a tree in the shade.
Another man approaches - looks him over and says . . but . . . . . man, you've got a piece of wood piercing your abdomen ! Man who Survived says - "Oh, yes, lets take care of that".
See, the man had such relief from surviving the charging lion who bit and scratched him and could have had him for dinner, he didn't even notice the other urgent medical situation. Why ? Because it was way down the Natural List in terms of intensity. In terms of Priority. Some minutes later after the Lion Threat has gone and the man's adrenaline has slightly worn off - he will feel the stick in his abdomen and want to address it.
Its also has a time factor.
Threat wants to take a child away from the mother - is nearly equivalent to Death.
Threat with a gun or spear, or a lion with teeth - is a lethal threat.
Shelter or Medical next depending on the particular situation or threat and weather. If its pouring rain, one must find shelter before he can address the bullet in the neck.
Medical - depending on the severity, is the next threat to survival. If shot by a bullet, must dig the bullet out disinfect it. Cuts, bruises and other medical requirements would be scaled or triaged.
Time factor - stop the bleeding is an immediate time factor. First up. All other medical situations wait.
Warmth and cooling or a shelter situation could be life threatening situation to address immediately, for example: if a person fell in a river in the wintertime.
Food and Water and Sleep - Humans can go along while without these so they are well down the list in an intense survival situation / war zone situation.
So Food Water and Sleep are well down the list as they affect immediate survival the least in comparison Lower Priorities.

Definition: The Survival Sequence is the sequence of steps an Individual or Family or small Group goes through to survive a Dangerous Threat that is happening now !
You do the sequence in order as humans can survive with out food water and sleep for a long while while on the run. Medical can be put off, must be, if the Threat will do worse harm or kill. But Medical is first to check and address once some form of shelter has been attained.

Now - we will add in the Modern Day Human Network to this equation.

History of Survival Sequence and Necessities
Egyptians had pyramids built - shelter, storage and worship
Greeks built Modern Cities - and had some form of plumbing and fresh water routes built.
Romans built Modern cities - again with aqueducts for water, plumbing.
Europe and much of the world - you build your own house near a river, so you had shelter and water, and had pigs and chickens for food. The wife sewed their own clothes.
There were towns to travel to and get supplies and more animals.
The American West - same as the above.
There was no A/C, no heating for the winter except for making fires.
You had to hunt your own food, or raise your own food.
you had to find your source of water
Citizens had to know and find a medical doctor for assistance - often at a distance.
Individual Houses - Shelter
Towns with Sheriffs, supplies, food.
Friends who could be leaned on for help with crops or trouble.
1800 - Then the Industrial Revolution - and the telephone, electricity, the automobile, the airplane, building structures to hold more people. paved roads, modern sewage lines, modern fresh water delivery systems, farms gallore who brought their fruit and vegetables and pigs to market to buy. And also supplies nad clothes.
The Human Network was expanding at a very fast clip.
How ?
Through Inventions - electricity, telephone, automobile, airplane. More abundant and better shoes and clothes. More available and better medical. including dental.
As this progressed throughout the world - the inhabitants of earth enjoyed and a new stable higher level on the Survival Scale -
Bigger Cities with Fresh running water, Sewage, abundant food markets, supplies, clothing, shoes, schools, churches. buses or automobiles to move across town on paved roads.
Now the citizens of the West had risen to another new higher level of stability.
Their Survival was not under constant threat from Indians, or invading forces.
Water and food were readily available. And Medicine was improving and available.
So - look at the Survival Scale above - the Western Cultures around 1940 had risen above Full Safety from the Threat. Life was more routine. Jobs, transportation, family dinners, water, Home Doctor visits, sufficient clothing and supplies. Not affluent, but more comfortable.

Safe and More Comfortable with Reliable Sources (food water, medicine, shelters & supplies) Plus Freedom !
Things were getting better.
Threats for Europe and USA were now farther away in the form of other Countries. Not close by tribes such as Genghis Khan, or the American Indians.
Cities were big - abundance was rising. Crime the Mob and Gangs did exist locally, so there were local threats, but more so to financial business extortion.
As the Industrial Revolution raced forward - the Western Cultures moved into another new Level on the Scale - Comfort and Conveniences and Safety - from within the Country, USA, Canada, England, France.
World War however disrupted this safety in 1915 and 1936 for 5 years each and many citizens had to travel out of their increasingly Safe Environments to travel to another Environment to fight a Great Threat who could threaten to destroy their country and thus their now risen place survival Scale.

So Basically - Humans have fallen into a Complacency Slumber at the very Top of the Survival Scale - Comforts - Entertainment - Luxury - have forgotten about the threats that exist which could crash their location on the scale.

Foreign Enemies who have already infiltrated YOUR government and paid them off.
Your own Government Taken over, and turning against the citizens. YOU.
The Hidden well dressed bad guy - whom you are blind to. Carrying out his Strategy Effectively and Quietly, while whispering sweet nothings into your ear.
While Citizens are busy busy busy with the rush of life and their own universe and their own problems and stress - - - - - - - - - - - - - - - > OTHER DANGERS HAVE BEEN FORMING
Your present Comfort becomes taken for granted and now isn't as good as it used to be.
Your present Entertainment is probably pretty good.
Your luxury and the city of luxury around you makes you feel pretty safe.
So - you are rushed and not paying attention.
You have been safe for 50 years - so stop looking for threats. Become blind to Bad Guys.
Don't know in general that Hostile with a Smile is their main tactic.
